International Health Regulations IHR2005

European Convention on Human Rights

The European Convention on Human Rights (ECHR) protects the human rights of people in countries that belong to the Council of Europe.

All 47 Member States of the Council, including the UK, have signed the Convention. Its full title is the ‘Convention for the Protection of Human Rights and Fundamental Freedoms’.

Lisbon Treaty

The Treaty on the Foundation of the European Union (TFEU) states in article 4 that the EU shall have a shared competence with member states on common safety concerns for public health matters. The WHO and ECDC have defined COVID as a public health safety concern. Article 6 says that the EU has the competence to complement Member States in actions to protect human health.
